I was amused by the idea that somehow troop deployment is not a decision for the commander-in-chief.

That's weaselly behavior even by the shabby standards of this President. Truman is spinning in his grave.

Slacktivist's interpretation is probably right, but we should be alert to another common Bush rhetorical trick, the "I've said all along" ploy. In this case it's "I've constantly asked"...It's possible not only that his asking has not been constant (how could it be?) but that he hasn't asked at all.

The Bucks stop here, but the buck stops somewhere else...
